The WITS-DNP3 standard does not cover frozen counter points. However, you can use DNP3 Frozen Counter Points with WITS Field Devices, if they are supported by the Field Device.
A DNP3 Frozen Counter Point provides a mechanism for taking a ‘snap-shot’ of the current value of a DNP3 Counter—the Frozen Counter continues to hold the same value, while the Counter continues to count.
